If it is red you have to click on it to make it green.

If you cant find DBSET(XL) in this list you may not have installed it right.
You can read in the wiki @ wiki.ttdpatch.net how to install grf-files.
If you have done all these steps and you are not able to build passenger
wagons build a sign an type in "cht: allvehicles" without the quotes.
Then build a second sign an type in "cht: resetvehicles" without the quotes.
